It depends on the type of charger. DC chargers require only a voltage regulator to step down 12V to 5V and a small capacitor for protection. whereas an AC to DC regulator looks like this - https://imgur.com/f4lZrDs after passing through a diode (half-wave-rectifier), it uses several capacitors and inductors (LC filters & basic capacitors) to filter the remaining pulses into a smooth DC voltage, which can be sent through a transformer and voltage regulator to get a constant 5V. capacitors and inductors store energy in the form of voltage and current, respectively. The LED is affected by the charge remaining in the filters (plus where can i find a bath bomb own protection circuit), which keeps it shining until the capacitors get below the LED’s minimum operating voltage.
